The report identifies priority multifamily properties for deeper retrofit assessment, including a detailed South Bronx pilot, while supporting transparent and resident-centered planning.

A statewide analysis of renter affordability using the Rent Burden Impact Index V.1. The report combines rent-burden severity, the number of affected households, and geographic concentration to identify the Utah communities where rental assistance, affordable housing investment, and preventive action are most urgently needed.
